The lyrics for the anthem were written by Sergey Mikhalkov (born in 1913), and the music was composed by Alexander Aleksandrov (1883-1946). The anthem was approved by the
Law On the National Anthem of the Russian Federation issued on December 8, 2000. The law sets forth the National Anthem of the Russian Federation, its description, and the procedure for official use.
If the performance of the National anthem of the Russian Federation is accompanied by raising of the National flag of the Russian Federation, all those present should look in the direction of the flag.
